Under Saudi Arabia’s Law of Real Estate Ownership by Non-Saudis (in force since 22 January 2026), individual ownership in Makkah and Madinah is limited to Muslims and to zones designated by the Council of Ministers. Eligibility and every purchase are decided solely by the competent Saudi authorities through the official Saudi Properties platform.
